Shackles are a specific, heavy type of cuff (restraint). Historically, shackles were used to define thick, round metal cuffs linked by a chain; the term most often refers to ankle cuffs, but this is not mandatory. Shackles are much wider than handcuffs. For tagging purposes, use shackles if: Add magical binding if the shackles are magic, and metal cuffs otherwise.
